Regional Safeguarding Specialist

LOCATION: Based in Middle East region in the country with SCI programming – up to 25% travel

Save the Children International is committed to strengthening our Child/Adult Safeguarding work in development and humanitarian settings – with robust mechanisms for awareness, prevention, reporting, responding and offering support to survivors, promoting a child and adult safe environment, and holding those responsible for abuses to account. Reporting and responding to concerns forms the cornerstone of the safeguarding mechanism, for which the country Offices are the primary leads. The Regional Office, and this Regional Safeguarding Specialist role play a key role by providing oversight, quality control, coaching to Country Offices and ensuring communication with the funding members. 

The core purpose of this role is to work closely with the Regional Safeguarding Director and Country Offices to ensure timely and high-quality reporting and responding through our Datix reporting system. The specialist will provide capacity building support the country office’s to implement lessons learned from cases and strengthen their system to prevent future incidents, and address gaps in safeguarding system. On top of that the specialist will play a key role in targeted capacity building and deployment and support to humanitarian responses.

We are looking for an ambitious, social and talented colleague with eye for detail, a drive to learn and passion for safeguarding children/adult from abuse. 
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.



  1. Oversee case management on Datix reporting system (assumed 50-60% of the role)
    • Triage and initial assessment
    • Prepare member reports
    • Collaborate with funding members to provide credible and timely information for their donors on CSG cases/case management
    • Quality control against checklists and procedures, incl. ensuring survivor care
    • Ensure all required fields are filled and all documents are available
    • Tracking progress and timelines
    • Provide feedback to Country Office leads on their case management practices
  2. Review cases lessons learned, gaps identified and track implementation
  3. Capacity building in country offices based on Annual Safeguarding Plans, risk assessment and incident follow-up
    • Prioritisation and work plan will be developed by Regional Safeguarding Director
    • Work can include:
      • Support country offices to take proactive steps to ensure that all safeguarding cases are reported, investigated and closed in time.
      • Technical support in rolling-out global safeguarding priorities
      • Specialist advice and guidance to partners to support improvements in the way we all safeguard the welfare of all those who come into contact with Save the Children.
      • Train CO functional leads on the use of the online reporting system (Datix)
      • Host monthly drop-in sessions for country office leads on case management
      • Deploy to emergencies in MEEE and possibly to other regions, sometimes at short notice, to lead/support child safeguarding and PSEA efforts and carry out activities on PSEA.
      • Coach and build capacity of Child Safeguarding Focal Points in MEEE to operationalise SCI’s child safeguarding and PSEA framework in line with each country’s humanitarian strategy and Emergency Preparedness Plan (EPP).
      • Support COs in updating reporting system and ensure availability of hotlines and complaint mechanisms
      • Share new information and communications materials on humanitarian child safeguarding and adapt to the response local context.
      • Support follow up on humanitarian CSG recommendations from Operations Control Reviews, Real Time Review deployments, Global Assurance Audits, and other donor-led safeguarding audits

4. Provide insight to RGSD on reporting trends

  • Provide input to monthly/quarterly narratives
  • Track Safeguarding Dashboard and propose interventions to RGSD

5. Deploy to lead on complex investigations

  • Deploy to lead or oversee investigations for reported child safeguarding and PSEAH allegations; support the case management process on Datix to ensure internal and external reporting and responding timelines are met.

6.  Deploy to humanitarian responses and or support responses and deployed safeguarding specialists

7.Carry out any other duties either in addition to or instead of those outlined above which may reasonably be required from time to time.

in order to be successful you will bring/have:


  • Undergraduate or Masters in Gender, Child Protection, Human Rights, Humanitarian Action, Anthropology, Development, International Relations, History, Conflict or related degree
  • Strong track record and experience in either:
    • Case management, investigations, report writing
    • Or, safeguarding, child safeguarding, child protection, SGBV
    • Or, a prior management position in the aid sector, preferably within Save the Children
  • Firm and confident personality – able to stand up against more experienced and senior collegues
  • Excellent communication and listening skills in English and Arabic with proven writing and numerical experience in writing/editing, e.g. for briefing documents, monitoring reports and investigation reports.
  • Proven attention for detail and ability to effectively manage a high volume of data and information.
  • Excellent interpersonal, verbal and written communication skills in order to deal tactfully and sensitively with a wide range of people in a large organisation, very often at a distance.
  • Good team member skills, including the ability to be part of and organise, support, manage and develop a small team;
  • Experience in designing and delivering training or workshops to diverse stakeholders.
  • Ability to manage stress, be flexible and accommodating in difficult and frustrating working circumstance.
  • Commitment to and understanding of child rights, as well as of Save the Children’s aims, values and principles.
  • Ability to take a proactive approach to problem solving, to recommend and implement continuous improvement initiatives.
  • Willingness and ability to travel abroad at short notice.
  • Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time


  • Significant experience in CSG/PSEAH including investigation/case management and sector best practice
  • Strategic and analytical approach to Child/Adult Safeguarding
  • Substantial experience of child safeguarding, child protection, PSEAH, SGBV or MEAL issues and practice, within humanitarian or insecure settings, including leading or participating in investigations.
  • Experience living or working in a development context, emergency response contexts or fragile states.
  • Experience living or working overseas in insecure locations.
  • Monitoring, Evaluation, Accountability and/or Learning (MEAL) experience.
  • Knowledge of Save the Children’s key sectors
  • Legal expertise
  • Strong presentation skills.
  • Commitment to Save the Children values.
  • Knowledge of international humanitarian systems, institutions and donors.
  • Understanding local context of MEEE
